1.     Welcome, introductions, opening announcements.


2.     Automatic Consent – Minutes of the December 20, 2012, meeting.  UAPC Doc 2013.02.21.01

3.     Automatic Consent – Discontinue Capstone Certificate in Laboratory Quality Management. This action was approved at the February 8, 2013, GFEC meeting.  UAPC Doc 2013.02.21.02

4.     Automatic Consent – Rename the “Waisman Center on Mental Retardation and Human Development” to “Waisman Center.”  This center has been known as Waisman Center for many years and this change makes that usage official.  By UAPC policy, center name changes are automatic consent items. UAPC Doc 2013.02.21.03

5.     Automatic Consent – Implement a new named option titled “Foundations of Advanced Studies” to be associated with the Master of Arts – Mathematics.  This new option has been developed as an Educational Innovation program.  This action was approved at the February 8, 2013, GFEC meeting.  UAPC Doc 2013.02.21.04

6.     Automatic Consent – Discontinue the degree-major Master of Science – Business: Information Systems (MSB 571BUS).  At the December 2012 meeting, the UAPC approved discontinuation of the MBA of the same name.  That action was intended to include the MS degree and is included here to provide a formal record.  UAPC Doc 2013.02.21.05


7.     Approval Item – Certificate in Studio Art. Presenters:  David Rosenthal, Associate Dean, School of Education; Tom Loeser, Chair and Professor of the Department of Art; Julie Ganser, Professor of Art.  UAPC Doc 2013.02.21.06

8.     Approval Item – BS-Physical Education Notice of Intent.  Presenters: David Rosenthal, Associate Dean, School of Education; Dorothy Farrar-Edwards, Chair and Professor of Kinesiology; Ann Ward, Department of Kinesiology Undergraduate Program Coordinator.  The proposed BS-Physical Education is currently offered as an option under the BS-Kinesiology program; by converting it to a stand-alone program it will be easier for students to locate program information and it will simplify advising. The notice of intent is the first stage in the approval process, and after UAPC approval it is circulated to other UW System institutions for comment and System Administration approval.  UAPC Doc 2013.02.21.07

9.     Approval Item – Move the administrative and academic home of the undergraduate major, Biological Aspects of Conservation, from the Institute for Biology Education to the Department of Botany.   Presenters:  Eric Wilcots, Associate Dean, Letters & Science; Don Waller, Chair and Professor of Botany.  UAPC Doc 2013.02.21.08

10.  Approval Item – Program Review Guidelines. Presenter: Jocelyn Milner, Director of Academic Planning and Institutional Research.   Jocelyn Milner and Kelly Haslam, Assistant Dean in the Graduate School, have collaborated on an administrative revision of the program review guidelines to combine the UAPC-approved guidelines and the Graduate School guidelines.  There is no new policy in the revised document.  This document was also distributed to you by email on January 4, 2013.  UAPC Doc 2013.02.21.09


11.  Directed/Independent Study Guidelines. Presenter:  Jocelyn Milner, Director of Academic Planning and Institutional Research.  To fill a policy gap, Jocelyn has been working with colleagues across campus to assemble a policy on directed/independent study.  The attached draft is currently under review by school/college curriculum committees and a final version will come to the UAPC later in the spring.   UAPC Doc 2013.02.21.10

12.  Educational Innovation update and report from project leaders. Presenters: Jeff Russell, Dean of Continuing Studies and Vice Provost for Life-long Learning; and Chris Olsen, Vice Provost for Teaching and Learning.


13.  Topics for Future Meetings:  Update on Wisconsin Energy Institute; Discussion about federal regulations related to academic programs and federal financial aid led by Susan Fischer, Director of Student Financial Aid; Review of revised guidelines for the five-year review of new academic degree/majors.
